Abstract

This study dicusses utilization of regional health insurance (Jamkesda) in the district of Kulon Progo with Alberch Hishman's theory tha i.e exit, voice, loyalty, three main questions in the research are (1) how the utilization of jemkesda program in the district Kulon Progo in 2013 is, (2) how exit and voice character in jamkesda program utilization are, and (3) how strategies to maintain loyalty are. type of research used in secondary data analysis. this reseacrh main source is "Pemetaan Perilaku Komplain Peserta Jamkesda di kabupaten Kulon Progo" survey data done by Department of Public Policy and Mangement Faculty of Social and Political Sciences UGM lecturer team cooparating with TIFA Foundation. Data collecting technique is done by using documentation and interview technique. data analysis tevhnique done is descripyive analysis. Reseach result show that not all of people or respondents using jamkesda for their medicationin 2013. Predisporing factor shows that jamkesda user people are people in produvtive age, low educational background, and working in on formal sector. enabling resources shoe people understanding toward jamkesda user' right is still very low, loyalty characteristic in utilizing jamkesda in the district of Kulon Progo is very dominant compared to exitand voice character. Exit character is located at inpatient class and health service quality. voice character, dissatisfied people deliver their complain directly to the health facilities' staffs. loyalty character, people attachment arisen is categorized into two forms i.e attachment based on satisfaction and function and suppressing exit function. first, paricipation improvement of low and middle educated people by implicating public consultation and opening dicretion space of service officer in the frontline should be done. second, regional goverment and their networking must pay attention to total coverage in jamkesda implementation's nonitoring and evaluation. keyword: jamkesda utilitation, exit character, voice character, loyalty chararter, predisposing factor, enabling resources, people participation, public consultation, discretion
