Abstract

elaboration of article 28 UUD 1945 on the rights of Indonesian citizens are entittled to live and to maintain the life and his life. This article is specially targeting poeple in the sense of a child, according to law no. 22 about protection of children.a child is not yet 18 years old. icluding children who are still in the womb. efforts goverment has issued 15 more umbrella law to provide protection to children, but to this day no a problem child but grew and multi variant, for example in 2006 the number of children aged under 18 years in indonesia amounted to 12,287,600 people (15.38%), from 22.14% of children displaced and nearly 3 million people displaced are childeren victims of violence. from a number of children above most disadvantaded living in the orphanage or the institute of social walfare of the child (LKSA), save the children research results and ministry of social affairs in 2007 showed 90% of children who live dispantistill have both biological parents, 10% of children with variation orphaned and orphans. the reason parent send their children to the orphanage so that their children can attend school until the level of SMA/SMK. from the management aspect of the nursing shortage of caregivers and the number of unbalanced ratio of caregivers.the question is what will be done by the people of indonesia on the convention on the rights of the child who has pata agreed internationally in 1983 andunder the umbrella of the UN convention on the rights of the child officially into force september 2, 1990. the answer to the question above is reunivication
