So far, the development of rural areas has been centered as the developing area of those like, universities, mass organization, and even the government. The historical point of view shows us that the effort of developing the rural areas has been done by many sides which directly or not have their interest in it since the feodalism era up to the reformation and globalization era like we face now. The fact snows us anf erently, the gap between the society living in the rural areas and those who are living in non-urban areas is getting more and more serious. The gap can be seen in several aspect such as: information acces, inteligence level, way of thinking, service and other life facilities. Rural areas in Indonesia as the central of agricultural and maritim product have not already got a balance and comfortable for developing the urban areas have very far forgotten the potency of the rural areas them selves. As a result, the problems faced are getting harder and harder like losing the local values, decreasing of natural resources, maritim and agricultural are ignored by the youth in Indonesia. The essence of the development expected is the emergence of social process which is closely related to the modernization and social change. In this case, the development expected from the rural areas those the tranformation and social change which is more essential and meaningful based on political and economy, equality, social independence, and the arrangement of social institution permanently. The idealism of the rural areas development will successfully be achieved if the development done so far always make the history of the past as the basis of correction and betterment, todayy's life as a reality, and the future as an illustration that can be achieved opitimistically and up lift the rural areas as a development not as a culture. So, the way of developing the rural areas must be an instructional process which is built based on the natural resources, human resources, social and artifical resources. These four basis will give a meaningful development, that is the development of human resources will create the merit, the development of natural resources will produce various commodity, the development of artificial resources will produce life fasilitties and the development of social resources will produce social values or norms.
