Abstract

This study seeks to reveal and explain a case that occurred in the implementation of the governance of the Krio Continental Village, Ketapang, West Kalimantan. This location is interesting to study because the administration of government is carried out with two control powers, namely the power of the bureaucracy and the power of local dynasties, government without a government is a background that describes the chaos that occurred in the implementation in the village of the Krio subcontinent, not to mention specifically that this has the consequence of losing trust. (distrust) for the relationship between the state, village government and the community. Based on the case. This research works using contextual political analysis guided by instrumental techniques. Contextual analysis tries to pioneer new knowledge by collecting pieces of field results with what is the text to see how the current side of events in society as well as modify and reflect both theoretically and empirically. Data were collected using a combination of techniques in the form of secondary data and primary data. First, the author tries to take advantage of previous studies in the form of books, journals, online media, other documents that have relevance to this research. Second, the authors conducted observations, interviews and documentation with actors in the village government, deliberative institutions and local residents. The results of this study reveal that the state exists through regulations without involving the presence of the community to be involved in encouraging bureaucratic power to easily control villages under the leadership of a village head official who has controlled village administration for four years over time the local elites have formed dynastic buildings to remain in power. and making disputes unavoidable and this kind of phenomenon creates friction in life in rural communities who have now lost trust (distrust) even the government is just a government that no longer has the value of legitimacy and authority as an institution that is already autonomous because of the practices carried out by the government. This is done by two powers, namely bureaucratic power that comes from the state and local dynastic power from the village.
