Abstract

Based on BPS data, the Gender Empowerment Index (IDG) in Indonesia in 2019 was 75.24 and in 2020 it showed a value of 75.57, means there is still gender inequality. Gender inequality conditions also occur at the village level, and there are more than 75,000 villages spread across 34 provinces of Indonesia. This study aims to describe the role of women in village development and find models that are relevant to community culture to optimize the role of women in available public spaces. This research was conducted in Dadapayu Semanu Village, Gunung Kidul DIY, using a descriptive qualitative approach. Collecting data is done collaboratively between interview, observation, Focus Group Discussion (FGD), and documentation. Informants in this study were selected purposively, consist of the Head of the Dadapayu Village, the Village Head, the Head of the Family Welfare Program (PKK), and women activists. Data analysis used an interactive analysis model consisting of three main components, namely by reducing data, presenting data and drawing conclusions. The results of this study are: 1) the role of women in village development in Kalurahan Dadapayu is classified as good as evidenced by high enthusiasm and high participation, but has not been supported by a high commitment from the village government and the availability of access for women to optimize roles in village development; 2) the model for optimizing the role of women in village development includes several dimensions, namely: village government commitment, village vision and mission, village policies on women, village head leadership, accessibility for women through village institutions, and women's participation.
