Abstract

Protection for every citizen is an obligation that must be fulfilled by a country. Likewise, the Indonesian state is obliged to protect every citizen wherever they are. Nglipar Village is a village where most of the people work as farmers. One of the jobs done by the people there is being a craftsman (handicraft). The craftsmen in Nglipar Village have started operating since 2018. This work is done as a way to fill spare time at night and some depend on this work because the income is enough to fulfill their daily needs. However, in this case, the Nglipar Village Government's protection of the craftsmen has not yet existed. Therefore, this research aims to see how the Village Government is Governing in protecting artisans in Nglipar Village, Kapanewon Nglipar, Gunungkidul Regency, Yogyakarta Special Region. This research uses qualitative methods with data collection techniques through observation, interviews, and documentation. In selecting informants, researchers chose informants who were considered actors involved in the focus of the research. The informants consisted of the village head, BUMKal chairman and members, BPKal chairman and members, and craftsmen. The research was conducted in Nglipar Village, Kapanewon Nglipar, Gunungkidul Regency, Yogyakarta Special Region. Data analysis used data reduction, data presentation and data verification. The results of research on Governing Village Government in protecting craftsmen in Nglipar Village, Kapanewon Nglipar, Gunungkidul Regency are 1). The protection of craftsmen in Nglipar Village has not been optimal due to the limited human resources in the Village Government, which has not been able to manage the existing potential effectively. The main focus of the Nglipar administration has been on infrastructure development, such as the repair and construction of the Kalurahan road, and has neglected the development of the craft sector. 2). As a result, artisans have to rely on collectors for support and market access, leading to dependency and a lack of economic independence. The Nglipar Kalurahan government needs to increase its role in supporting local craftsmen through structured and sustainable empowerment programs so that the economic potential of crafts can be maximized and the welfare of the local community improved.
