Abstract

Poverty alleviation in Indonesia still faces major challenges, especially in areas with high poverty levels. The city of Yogyakarta shows its commitment to poverty alleviation efforts through the Gandeng Gendong Program, an innovation based on collaboration between Cities, Villages, Communities, Companies, and Campuses (5K). The program, which has been implemented since 2018, aims to empower the community, including in the Tegalrejo Ministry, with regulatory support through Yogyakarta Mayor Regulation Number 23 of 2018. This study analyzes the implementation of the Gandeng Gendong Program in empowering MSMEs in the Tegalrejo Ministry, with the aim of providing policy recommendations to increase the effectiveness of the program. Using a qualitative method with a descriptive approach, this study examines the factors that cause the income gap between Gandeng Gendong groups based on the empowerment theory of "ACTORS" which includes Authority, Confidence and Competence, Trust, Opportunities, and Responsibilities. The results of the study show that the Ministry of Housing and Urban Villages have not provided direct assistance to the Gandeng Gendong group in identifying the problems they face. Therefore, more systematic mentoring or training planning as well as continuous monitoring and evaluation are needed to increase the effectiveness of the program and ensure the sustainability of its benefits for the community.
