Abstract

Balai Perlindungan dan Rehabilitasi Sosial Remaja is a Technical Implementation Unit of the Dinas Sosial DIY which carries out the assignment of social rehabilitation for socially problematic adolescents and children in conflict with the law of the perpetrator to increase the percentage of fostered citizens who are able to live normatively in family care. The problem of delinquency in adolescence that refers to cases of violation of norms and laws is in the spotlight, especially in DIY. The problem raised in writing this thesis is the dynamics of rehabilitation services for ABH and RBS at BPRSR and the supporting and inhibiting factors in the rehabilitation service process. The research method used is qualitative research method. Data and information were collected through observation, direct interviews with relevant informants, and documentation. The results of this study were then analyzed by reducing data and presenting data. The results of data analysis are then carried out data validity using data triangulation techniques. The results of the data are then analyzed and connected with theories related to the dynamics of social services and rehabilitation. It was found that there are interrelationships between elements in BPRSR that will influence each other in providing services. The dynamics of social rehabilitation services are changes in services that occur because there is a connection in the efforts made to restore a person's social function. The rehabilitation process is influenced by the existence of a budget for implementing activities, human resources, infrastructure, and governing regulations. There have been budget changes at BPRSR. Every year BPRSR gets APBD budget support but this year there is a budget reduction which results in fewer PPKS being served. Meanwhile, the number of human resources is limited to carry out services. The condition of the infrastructure is still not representative and there are services that have not yet received regulations as a basis for implementation.
