Abstract

ABSTRACT Street crimes with sharp weapons that often occur in Yogyakarta are an important concern for the Government. Data collected by the Yogyakarta Special Region Government, from 2020 to 2023 there were 253 cases of street crime in Yogyakarta. Data from the PRSR Center, from 2020 to 2023, out of 614 cases of juvenile delinquency undergoing social rehabilitation, there were 292 street crimes with sharp weapons, 55 drug abuse, and 267 other crimes. With so many cases of street crime by teenagers, making teenagers deal with the law called Children Against the Law and must undergo social rehabilitation in the Balai. This research aims to see how the role of each Government agency in collaborating on cases of street crime with sharp weapons committed by teenagers in Yogyakarta. The research method used is descriptive explorative qualitative with purposive sampling informant selection technique. This research is supported by accurate data both based on the results of interviews, documentation studies and participant observation. The results showed that: 1) Collaborative governance has been running quite well, which is characterized by communication and coordination between agencies, 2) Institutional design has not yet formed in detail the executive forum and basic rules in official institutions, 3) The process of mutual understanding still has differences of opinion about the assignments of each agency, and the lack of involvement of the center in the ABH diversion process, causing dissatisfaction and disappointment from the PRSR center 4) There are still inhibiting factors in the Collaborative Governance process, namely the lack of access to communication about the development of ABH by investigators, BAPAS, and prosecutors as consideration for diversion, The family environment has not functioned optimally as the main factor in supporting adolescent recovery. In addition, there is still a lack of assistance and human resources in monitoring ABH after social rehabilitation, which is expected to prevent adolescents from committing repeated street crimes.
