Abstract

Governmental development policy on the large scale mining ndustry sector causes consesquences over the transfer of property rights due to mining industry activity. This issue has implicated to the community surrounding the mining industry location, whichloosed the right to use their economic resources, so the community has been powerless to achieve their living sustainability. To handle this powerless situation, it is necessary to bring the facilitation. We can implement the facilitation with people movement strategy, that means community organizing and providing skill intervention. This strategy is instended to grow up the community self confidence in negotiating with other parties alienating them. The facilitation to help them in solving the property rights problem can be implemented by recognition process. It will be done by taking into account the aspects of disconomy externality,losing values of property determination and inter-temporal opportunity cost. By this facilitation, we may put the meaning of the importanceof community power in achieving their survival and the needs in developing community sustainability.
