Abstract

The Objective of this resaerchis to know institutional capacity ann personal capacity and the factors affect the functioning legislation in Raja Ampat regency parliamnent term 2009-2014. result of this research are the institutional and personal capacity of parliament as well as environmental factors have a considerable role and make a deciaive contribution in the stages and procces of implementation of the legislative function.things that need for consitency and seriousness of local legislators in carrying out its duties and functions,as well as the need for more intense supervision and the application and enforcement of local regulations. similiarly, the recomendations are addresed to the central goverment on consistensy in making laws and regulations, so that the local legislative bodies can easily follow regulatory policies appropriately.
